they do. Purpose of the Job The Director of Procurement is
responsible for leading and managing the organization's procurement
and vendor management activities. This role involves developing and
implementing strategies and programs throughout the organization
for the management of sourcing new vendors, negotiating agreements,
optimizing costs/added value, contract management, mitigating
vendor risk, and ensuring that vendors deliver quality goods and
services to meet the needs of the organization. Essential Functions
and Responsibilities Identifies and tracks performance, coaching,
training needs, and motivating direct reports and work group.
Directly responsible for hiring, terminating, compensation, and
performance evaluation for direct reports and work group. Oversee
procurement and vendor management systems for overall management of
procure-to-pay, vendor relationships, onboarding/termination,
vendor performance, risk management, contract management,
centralized repository, and reporting. Prepares and monitors annual
budgets for assigned responsibilities. Creates, implements, and
maintains sourcing, negotiating, purchasing, and vendor program
management strategies, policies, and procedures aimed at improving
overall business performance, minimizing risks, maximizing
organizational value, SLA compliance, costs optimization, and
contractual compliance. Oversees the creation and implementation of
organizational standards for the negotiation and administration of
agreements by serving as the principal intermediary between
relationship owners, relationship managers as well as stakeholders,
Legal, Information Security, Systems Architecture, Project
Management, and the vendor to execute mutually beneficial contracts
that capture favorable key terms and conditions with suppliers,
including pricing, delivery schedules, quality standards,
performance metrics, as well as compliance with appropriate laws,
regulations, and corporate policies. Directs internal negotiation
teams and collaborates with business unit leaders to identify,
leverage and negotiate operational requirements, potential vendor
risks, and cost savings opportunities while delivering services in
a manner that is aligned with Truliant’s strategic initiatives.
Leads teams to develop, refine, implement, and monitor execution
with the process and procedures for contract management and
administration as well as supports lines of business with
procurement solicitations (RFIs, RFBs, RFQs and RFPs). Oversees the
development, execution, and monitoring of the process and
procedures for contract management and administration. Ensures
administration and contract transactions are completed accurately,
timely and that contractual records as well as negotiation notes
are filed in corporate repository for assigned contracts. Performs
high level review and cost/income analysis, dispute resolution,
invoice audits, and settlement negotiations of contracts with
vendor. Works with stakeholders to develop training plan for Vendor
Owners, Relationship Managers, as well as Negotiators, and provides
guidance regarding contract terms, contract review procedures, and
negotiation strategies. Assists the business unit in problem, cause
& solution resolution, and assists where appropriate in solving
and/or mitigating problems associated with vendors, their services
and products. Identifies potential risks associated with vendor
relationships and developing risk mitigation strategies. Other

as assigned. Knowledge, Skills, and Abilities Must have
demonstrable IT product, contract negotiation, and sales lifecycle
knowledge Must have a high degree of competency and understanding
of vendor contracts, contracts review and redlining Must have
advanced knowledge in performing invoice audits, cost analysis and
income analysis Must have ability to negotiate and manage
contracts, with proven ability to persuasively articulate positions
throughout the negotiation process Must have strong interpersonal
skills, with the ability to lead others in a team environment with
a highly developed sense of tact and diplomacy along with the
ability to interact with senior internal and external levels of
management Must have experience reviewing, drafting and negotiating
of various kinds of transactional agreements or procurement
solicitations (RFIs, RFBs, RFQs and RFPs) Must have excellent
communication skills in English, both verbal and written as well as
strong facilitation and presentation skills Must have the ability
to read, analyze, and interpret general communications,
professional periodicals/journals, technical procedures,
governmental regulations and bills of material Must have strong
quantitative, analytical, critical thinking, problem resolution and
strategic planning skills, along with the ability to recognize and
address both business and legal opportunities and risks. Must
demonstrate leadership, responsiveness and creativity towards the
ability to define problems and develop solutions, acting
collaboratively to solve problems as well as resolve spontaneous
and unique situations with professionalism and service orientation
Must be detailed oriented, with strong organizational skills, and
have ability to effectively and efficiently manage workload,
multiple projects, and competing priorities Must have strong PC
skills, with proficiency of MS Outlook, Excel, Word, Project,
PowerPoint and Visio Must have ability to write reports, business
correspondence and policy/procedure manuals Must be able to provide
oversight and management of vendor portfolio to achieve strategic
objectives in fast paced and complex business environment under
minimal supervision Must be able to work in a general office
environment Must have change and transition management skills as
well as ability to drive performance and a demonstrated track
record of consistently meeting and/or exceeding performance
expectations Should possess a strong commitment to providing
excellent service to Truliant’s members, both internal and external
Physical Requirements Occasional standing, walking, bending, and
stooping required Must be able to sit at a desk for moderate
periods of time and use a computer Must be able to moderately lift
or move up to 5 pounds and occasionally lift or move up to 10
pounds Operation of company vehicles and occasional travel is
required Education and Background Bachelor’s degree in Business
Administration, Supply Chain Management, Finance or related field
or equivalent work experience required. Masters preferred. Proven
experience in vendor management, procurement, or a related field,
with at least 7 years in a managerial or leadership role required
Experience working as a contract negotiator in Financial Services
preferred. Certified Commercial Contract Manager (CCCM) and/or
Certified Professional Contracts Manager (CPCM) designation
preferred Certified Regulatory Vendor Program Management (CRVPM)
