The Oregon State Police in Salem, Oregon is hiring for one (1) Full-Time, Permanent PE/M D-Payroll & Benefits Manager. Preference will be given to current Oregon State Police employees. This includes regular status, trial service and limited duration employees. Temporary, volunteer and contract employees are not included.

What will you do?

You will provide oversight of the operation and management of designated payroll staff and programs to ensure effective service delivery, consistent with agency goals and objectives. You will recommend strategic planning, organizational development impacts compensation plans and benefits, policy and process development for the Department in relation to pay practices for the three union contracts, laws and statewide policy, and as assigned, represents the Department in payroll processing matters, which include: (1) SAIF claims; (2) Settlement agreements; (3) Court orders or judgements; and (4) Internal/external audit responses.

You will serve as an advisor to the Human Resources Manager, Executive Staff, Department managers and employees, and you will recommend actions in all areas of payroll management-including: (1) Federal and state laws and policies; (2) Collective bargaining; (3) organizational planning and budget development impacts; (4) Payroll processing for worker's compensation; and (5) Records management.

You will plan, develop and integrate payroll policies, implement strategy upon revised laws, collective bargaining agreements, and/or statewide policies and directly supervise the activities of the payroll staff, and the support services admin. You will also provide technical expertise and guidance to the payroll staff to ensure effective collaboration in complex payroll processing and management issues. Minimum Qualifications of PE/M D-Payroll & Benefits Manager (these must be addressed in your resume for full consideration):

Six years of experience in supervision, staff-technical, or professional-level work related to Payroll & Benefits. Two years of this experience must have included supervision and management of a program, section, or unit, which included:

  • Development of program rules and policies;
  • Development of long- and short-range goals and plans;
  • Program evaluation; and
  • Budget preparation.

    Note: A Bachelor's Degree or equivalent course work (144 quarter or 96 semester hours) in a field related to Management (i.e., Business or Public Administration), or a field related to the program of the employing agency may be substituted for three (3) years of the required experience, but will not substitute for the two (2) years of the specialized experience. OR

    Six years of experience in supervision, staff-technical, or professional-level work related to Payroll & Benefits. Two years of this experience must have included program/project leader responsibility involving one or more of the following areas:
    • Development of program rules and policies;
    • Development of long- and short-range goals and plans;
    • Program evaluation and/or project evaluation; and
    • Monitoring and controlling or preparing a budget.

      Note: A Bachelor's Degree or equivalent course work (144 quarter or 96 semester hours) in a field related to Management (i.e., Business or Public Administration), or a field related to the program of the employing agency may be substituted for three (3) years of the required experience, but will not substitute for the two (2) years of the specialized experience.

      Preferred Skills (these must be addressed in your cover letter for full consideration):
      • Demonstrated experience managing and supervising staff that manage all payroll and benefits operations, for a large and diverse organization.
      • Demonstrated experience within the past five (5) years using Oregon State Payroll System (OSPS), Workday Oregon, Datamart, PEBB Benefit Management System, and Microsoft Office Suite in your regular and daily, weekly, or monthly duties.
      • Building and maintaining positive business relationships with key partnerships to identify potential issues and develop recommendations to resolve them efficiently and to collaborate for initiating a new process, a new program, or training.
      • Effective leadership skills to mentor and develop staff for future career growth opportunities by providing positive, constructive feedback with their respective work performance objectives.
      • Strategic problem-solving skills, with the ability to develop operational plans to achieve desirable outcomes.
      • Must be able to work in an environment with multiple programs of oversight in addition to meeting a high demand for exceptional customer service for all levels of management, employees, and key partnerships with maintaining confidentiality, and professional and positive demeanor, and responsiveness.

          The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%. Please review the Classification and Compensation page for more details.
