National Radio Astronomy ObservatoryPosition Description:
Position SummaryThe Green Bank Observatory has an exciting
opportunity for a Project Manager at our Green Bank, WV facility in
West Virginia. The Project Manager will take a leadership role in
our various National Science Foundation projects and other
externally funded projects. The PM will implement Project
Management Division (PMD) standards, processes, tools, techniques,
and support services. The Project Manager will serve as a key
member of the Observatory senior management team. The observatory
is located in Green Bank, WV with some job duties expected to be
performed at the site. A hybrid work schedule from Charlottesville,
VA may be considered. A partial telework schedule may also be
considered.Job Duties SummaryTypical duties include managing
relationships with project stakeholders, including internal and
external clients and vendors. Analyzes risks, establishes
contingency plans and identifies trigger events and has the
responsibility for initiating mitigating action. The PM will also
provide training in Project Management and Systems Engineering to
Green Bank based staff. Liaison with GBO's sister Observatories
Project Management groups.Work EnvironmentWork is typically
performed in an office setting within a research or development
environment. May require some travel.Position Requirements: Minimum
EducationBachelor's degree in engineering (systems or electrical
preferred), science, program management or related field
required.Minimum ExperienceRequires one to two years of experience
with at least one of year experience actively leading technical
projects. Candidates with more years of experience will be
considered for a higher-level classification. Preferred
ExperienceOne to two years experience in project management or
systems engineering. Knowledge and project management experience in
one of the following areas is preferred: Radio telescopes; RF,
microwave or millimeter wave systems; Photonics; High-speed digital
electronics; Thermal and cryogenic engineering; Mechanical
engineering; Software engineering; Civil engineering or Electrical
Engineering. PMI PMP certification and INCOSE ASEP (or higher)
certification are preferred. The selected candidate is expected to
obtain PMP certification within six months of hire and be willing
to acquire INCOSE certification within twelve months.Competency
SummaryHigh level of competency in Microsoft software products and
web-based systems, Project, Visio and SharePoint.Attention to
detail is criticalHighly organizedExcellent communication
skillsDemonstrated experience in working with cross functional
teamsThis position is located in Green Bank, WV with job duties
expected to be performed at the site. Some telework or hybrid work
from Charlottesville, VA may be considered. All Observatory staff
