Job Description:

Blue Star NBR, a Nitrile Butadiene Rubber (NBR) chemical formulation, and glove manufacturing company, is currently undergoing construction in Wytheville, VA. Blue Star NBR will be a fully integrated chemical facility using raw materials developed and formulated onsite to proudly supply American-made medical-grade NBR (latex) for use in the production of nitrile examination gloves.

Position Summary:
The Health, Safety & Environmental (HSE) Manager manages and leads the activities of all members of the HSE staff. Responsible for the safety and well-being of the employees, the facility, the environment, and as appropriate the surrounding community. Responsible for the training and competency of the HSE team. Responsible for the development and management of all HSE policies and procedures consistent with a PSM facility and all applicable regulations/laws. Responsible to coordinate/liaison/manage all government, regulatory, civic, and local contacts and communication regarding HSE matters. Ensure necessary health, safety, and environmental inspections, tests, and audits are conducted. Coordinate the use of appropriate risk assessment and failure analysis techniques. Organize and manage the facility's emergency response team including fire and emergency medical. Coordinate security of the facility. Responsible for developing and managing the HSE budget.
Main Responsibilities:

Manage/supervise the HSE team
Support the staffing process for the HSE team to ensure employee competency levels are maintained
Ensure the organization is designed and staffed to properly cover all HSE responsibilities
Ensure the training and competency management system is robust for HSE staff
Familiarity with PSM or Responsible Care facilities
Manage the facility security requirements
Manage the facility emergency response requirements
Manage the facility environmental permits and environmental compliance
Ensure people are properly trained in the handling of hazardous materials
Ensure programs are in place for managing hazardous waste disposal and air and water quality
Ensure the plant lockout/ Tagout program is robust
Ensure a program is in place for the provision of, maintenance and testing of portable safety equipment
Support the management of change, the process hazard analysis, the STOP card, the quality management and the document management processes
Support the facility/equipment integrity programs like safety valve inspection/testing and LDAR
Support assessment and failure analysis programs like 5 Whys, root cause analysis and defect elimination
Manage/coordinate employee performance management and continuous improvement programs
Investigate employee issues and conflicts and bring them to resolution
Ensure the employee behavior policy is enforced
Develop and manage the HSE department budget
Minimum Qualifications:

Bachelor's degree in the HSE discipline (Environmental Engineering, Safety Management, Occupational Safety, and Health) or relevant discipline preferred
15 plus years serving in plant/facility HSE supervisory role
10 plus years serving HSE needs in the PSM chemical manufacturing or equivalent industry
Knowledge of health, safety, and environmental regulations; OSHA, and EPA emphasis
Knowledge of risk assessment and failure analysis tools
Knowledge of work orders, permit to work, and lockout/Tagout programs
General understanding of a PSM facility
Knowledge of basic chemical plant operations
Knowledge of basic firefighting measures
Knowledge of basic facility security measures
Strong communication, judgment, presentation, and coaching skills
Strong Excel, Word, and PowerPoint software skills
Strong aptitude for problem analysis, problem-solving and critical thinking
Strong organization and planning skills
High standards of professional ethics
Bachelor's degree in the HSE discipline (environmental engineering, safety management, occupational safety and health) or relevant discipline preferred
